About developer

Who Nakheel are and what they build

Nakheel is the Dubai government-owned master developer behind Palm Jumeirah, The World Islands and Dubai Islands. If you have seen one image of Dubai from the air, you have seen Nakheel’s work. The company was consolidated under Dubai Holding, the Dubai government’s investment holding company, which means you are dealing with state-backed delivery capacity rather than a private balance sheet.
What separates Nakheel from every other developer in the UAE is land, specifically waterfront land. Nakheel does not build towers on plots it has bought. It creates the land first, then develops on it. Palm Jumeirah, Deira Islands, The World and Dubai Islands all exist because Nakheel reclaimed them. That is why Nakheel’s portfolio contains a disproportionate share of Dubai’s beachfront and waterfront stock, and why its communities are difficult for any competitor to replicate.

Nakheel’s residential range is unusually wide. At one end sit Palm Jumeirah and Dubai Islands, where waterfront villas and private plots trade in the eight-figure range. At the other sit Jumeirah Village Circle, Al Furjan and Discovery Gardens, large, affordable, high-density communities that house a significant share of Dubai’s working population. The brand covers both, so “a Nakheel property” tells you very little on its own. What matters is which Nakheel community.

Why buyers choose Nakheel

Three reasons buyers pick Nakheel for island and waterfront property.

Nakheel communities have outperformed the market

Over the five years to 2026, Nakheel reports compound annual growth of 43 percent at Jumeirah Bay, 38 percent at La Mer, 33 percent at Jumeirah Islands and 30 percent at Palm Jumeirah, against 13 percent across the overall Dubai market. These are delivered, mature Nakheel communities, not projections on a masterplan.

Waterfront is structurally scarce, and Nakheel owns most of it

Waterfront villas and townhouses account for 2.2 percent of Dubai's existing villa and townhouse supply and 3.3 percent of the 2026 to 2030 pipeline. Around 80 percent of existing supply sits in suburban growth corridors. Nakheel is the developer that creates waterfront land, which puts it on the right side of that scarcity.

Government backing on delivery

Nakheel is a Dubai government-owned developer consolidated under Dubai Holding. For an overseas buyer paying instalments over five years against a building that does not yet exist, who stands behind the completion risk is not a minor detail

Read those numbers properly

All of the growth figures above come from Nakheel's own Bay Estate briefing and reflect the developer's analysis of its own communities. Past performance in property is not a forecast. Palm Jumeirah and Jumeirah Bay achieved those returns from a mature, globally recognised, fully delivered base. A current off plan launch has to establish itself first and may behave differently.
What the data genuinely supports: Nakheel has a track record of delivering waterfront communities that held value, and waterfront land in Dubai is structurally scarce. What it does not support: any specific return on your purchase. I do not quote guaranteed yields or guaranteed appreciation, and nobody honest will.

And the honest counterpoint

Nakheel's premium communities carry premium pricing, and its affordable communities are high density with the management and resale characteristics that come with that. There is a large gap between buying in Dubai Islands and buying in Discovery Gardens, and both are Nakheel. Judge the community, not the logo.

HOW TO BUY

Buying a Nakheel property step by step

Seven steps from first call to keys in hand. You can complete
every one of them without getting on a plane

01

Shortlist and hold
I share live Nakheel availability, including plot positions, unit types and orientation, and hold your preferred unit while you review the numbers. No cost to hold.

02

Reservation
Sign the reservation form and pay the booking deposit. On current Nakheel launches this is typically 20 percent.

03

SPA and DLD registration
Nakheel issues the Sales and Purchase Agreement and the unit is registered with the Dubai Land Department. The 4 percent DLD fee is paid at this stage. All of it can be completed remotely or by power of attorney.

04

Instalment payments
Instalments are paid into a RERA-regulated project escrow account, released to Nakheel against verified construction progress. Not to Nakheel directly, and never to me.

05

Handover
Snagging inspection, final payment, key collection. I handle handover and snagging for buyers who bought through me, and can arrange leasing or property management afterwards.

PAYMENT PLANS

A worked example from a live Nakheel launch

Bay Estate on Dubai Islands is sold on 20 percent down in October 2026, seven further instalments of between 5 and 10 percent running through to April 2029, and a final 40 percent on handover in January 2031. You pay 60 percent across two and a half years, nothing at all through 2030, then 40 percent in one payment.

How Nakheel payment plans work

Nakheel's current plans are date-driven rather than construction-milestone-driven, which is worth understanding because it is unusual and it works in your favour. Most developers tie instalments to build progress, which means you cannot plan your cash flow precisely. Nakheel's Bay Estate schedule names actual calendar dates, so you know exactly what is due and when, years ahead.

The number to plan around is always the handover payment.

On a property at AED 10 million, that 40 percent is AED 4 million due in January 2031. Decide now whether that is cash or finance. If it is finance, accept that mortgage conditions five years out are not knowable today. This is the single most common way off plan buyers get into trouble, and it is entirely avoidable by thinking about it at the point of reservation rather than at handover.

Plot purchases work differently.

Nakheel's Bay Estate land plans are paid in full before completion, with no handover balloon, because there is no construction for the developer to deliver. Your build cost then sits entirely on top and is your own contract with your own contractor.

Does Nakheel offer a 7 year payment plan?

ZEENAT, DO NOT PUBLISH AN ANSWER TO THIS WITHOUT YOUR DEVELOPER SHEET.
"How does Nakheel 7 year payment plan work" is in your keyword file at zero recorded volume, which usually means an emerging query rather than a dead one, and it is exactly the shape of question people ask ChatGPT. It is worth owning. But I have no Nakheel document describing a 7 year plan, and inventing a payment structure is the single worst compliance error you could make on this site. Send me the sheet and I will write this section in twenty minutes. Leave it out entirely until then.
Costs on top of the price: the 4 percent DLD registration fee plus admin charges, Nakheel's own administrative fees, and the annual service charge once you take handover.

common questions

Nakheel is owned by the Government of Dubai and has been consolidated under Dubai Holding, the Dubai government’s investment holding company. It is not a privately held or publicly listed developer.

Nakheel is the master developer behind Palm Jumeirah, The World Islands and Dubai Islands, as well as large residential communities including Jumeirah Village Circle, Al Furjan, Jumeirah Islands and Discovery Gardens. It is best known for creating reclaimed land and then developing waterfront communities on it.

Nakheel’s live off plan releases change as projects launch and sell out. The projects listed on this page are the Nakheel releases currently available through H&S Real Estate, with prices and payment plans confirmed against Nakheel’s latest price list.

Nakheel’s current off plan payment plans are date-driven rather than tied to construction milestones, which means instalments fall due on named calendar dates. A typical structure is a 20 percent down payment, a series of instalments across the construction period, and a final balance due on handover. Plot purchases are generally paid in full before completion, with no handover balance.

On current Nakheel launches the down payment is typically 20 percent, paid on reservation, with the Dubai Land Department registration fee of 4 percent payable separately at the point of registration.

Service charges are annual fees paid by property owners for the maintenance, security, cleaning and management of the building or community and its shared facilities. They are charged per square foot and set per community, and they vary widely across the Nakheel portfolio because the portfolio itself ranges from high-density affordable communities to waterfront villa estates. Always ask for the projected service charge for your specific property before buying and include it in any rental yield calculation.

Yes. Nakheel projects in Dubai’s designated freehold zones are open to buyers of all nationalities, and you do not need to be a UAE resident or hold a UAE visa to purchase.

Yes. Reservation, the Sales and Purchase Agreement and Dubai Land Department registration can all be completed remotely or through a power of attorney, and a video walkthrough of the plot, unit and outlook replaces the site visit.

Nakheel is a Dubai government-owned developer with a long delivery record and ownership of a large share of Dubai’s waterfront land. Its mature communities, including Palm Jumeirah and Jumeirah Islands, have reported strong long-term capital growth. The portfolio is wide, however, and a high-density affordable community and a waterfront villa estate behave very differently as investments despite sharing the developer name, so the community matters more than the brand.

A property purchase at or above AED 2 million currently meets the property value threshold for the 10 year property investor Golden Visa, so a buyer may qualify. Eligibility depends on the registered value, the status of the purchase, your payment position on an off plan unit, and the ICP and Dubai Land Department rules in force when you apply.

Payments on off plan purchases in Dubai are made into a RERA-regulated project escrow account rather than directly to the developer, with funds released against verified construction progress. This is a legal requirement for off plan sales in Dubai and is the main structural protection available to an off plan buyer.

Nakheel announces new launches periodically rather than on a fixed schedule, and the best units in a release are typically allocated before the public launch. I maintain an early-access list and notify it ahead of each Nakheel launch I have an allocation for.
